Members of the New Hampshire General Court are seeking to enact strong legislation that will ensure the security and integrity of elections in the state.
Several election integrity related bills have been introduced. These include:
- Constitutional Amendment Concurrent Resolution No. 26 (CACR 26): Sponsored by Representative Nikki McCarter (R-Belknap), this bill ensures ballots are hand counted, numbered, and dated. Additionally, it makes citizen audits easier by having ballots scanned and accessible.
- House Bill No. 1442 (HB 1442): Sponsored by Rep. McCarter and Rep. Paul Terry (R-Belknap), this bill creates a punishment for election officers who fail to adhere to election law by failing to provide proof of residency of voters. It also establishes tighter regulations on same-day voter registration.
- House Bill No. 1310 (HB 1310): Sponsored by Representative Erica Layon (R-Rockingham) and four other representatives, this bill would require voting checklist supervisors to meet every 90 days to ensure voter rolls are accurate.
- House Bill No. 1704 (HB 1704): Sponsored by Rep. McCarter and two other representatives, this bill requires ballots to be constantly monitored throughout the voting process, keeping a chain of custody. Additionally, it requires that the Secretary of State be the sole ballot printer for the state.
- House Bill No. 1705 (HB 1705): Sponsored by Rep. McCarter and two other representatives, this bill mandates all ballots to be publicly available by request after election day. It requires all towns and wards to scan images of all ballots within 48 hours of the election.
- House Resolution No. 25 (HR 25): Sponsored by Representative Sandra Panek (R-Hillsborough) and nine other representatives, this resolution enacts stricter requirements for voting outside of one’s ward or town. It brings standards closer to the language in the New Hampshire state constitution.
It is vital that these bills are enacted — without trustworthy elections, we cannot have a free country. All the bills listed above are common-sense, high-quality legislation that will safeguard the integrity of New Hampshire elections.
The reforms in these bills are consistent with The John Birch Society’s election-integrity recommendations. It is imperative that state legislators enact these reforms and reject all attempts to water down or block them.
