Protect Homeowner Freedom in Minnesota — Stop HF 3947 and SF 3852

URGENT: The Minnesota Senate passed SF 3852 by a 34-30 vote. This extreme and draconian bill is now being considered by the House of Representatives. Please contact your state representatives, and urge them to oppose SF 3852 and to instead uphold the fundamental American principle of individual freedom.

Members of the Minnesota Legislature are seeking to enact legislation imposing draconian restrictions on the ability of homeowners to make minor improvements to their own homes — a major expansion of government control. It is imperative that legislators reject this extreme bill!

House File No. 3947 (HF 3947) and Senate File No. 3852 (SF 3852) are pending in the Legislature.

If enacted, these bills would (among other changes) amend Minnesota law to read:

An individual who physically performs electrical work on a residential dwelling that is located on a property the individual owns and actually occupies as a residence or owns and will occupy as a residence upon completion of its construction is not required to hold or obtain a license under sections 326B.31 to 326B.399 if the residential dwelling has a separate electrical service utility not shared with any other residential dwelling.

By contrast, current law reads, “An owner shall not be required to hold or obtain a license under sections 326B.31 to 326B.399.”

In other words, since most homes are on the power grid (thus not having “a separate electrical service utility”), HF 3947 and SF 3852 would require Minnesota homeowners to get a license (or a licensed contractor) merely to do minor electrical work in their homes that they could easily do themselves.

According to the Center of the American Experiment, these bills are the result of government officials working with labor unions. By government banning homeowners from doing work on their own homes, these unions would artificially create more business for their members.

HF 3947 and SF 3852 are an extreme infringement on Minnesotans’ ability to freely manage their own homes, as well as a gross violation of free-market principles. As the Declaration of Independence point out, the purpose of government is “to secure [God-given] rights,” not to manipulate the economy or regulate citizens’ personal lives.

Instead of trying to regulate every conceivable aspect of people’s lives, state legislators should focus on upholding the ideals enumerated in the Declaration of Independence and U.S. Bill of Rights. Please contact your state legislators, and urge them to oppose HF 3947 and SF 3852.
