Why it Matters

Pennsylvania Senator Doug Mastriano (R- Chambersburg) has introduced SB 508, the “Clean Air Preservation Act, with Senator Camera Bartolotta (R-Carroll Township, Washington County) co-sponsoring the bill. This legislation would ban atmospheric intervention in Pennsylvania — including weather modification through cloud seeding and other geoengineering methods that release hazardous pollutants into the air. 

SB 508 defines “solar radiation modification” as weather engineering methods that disperse chemicals such as dry ice, silver iodide, and trimethylaluminum into the atmosphere by means of “cloud seeding” aircraft. These pollutants are used to modify weather with the intent of small-scale, large-scale, and global-scale alteration of the environment. This legislation prohibits this atmospheric intervention

The Pennsylvania State Police or a sheriff shall immediately issue a cease-and-desist order when cloud seeding or polluting atmospheric intervention is suspected. The cease-and-desist order under this section shall have the weight of a court order and any violation shall be punished in accordance with section 5.

SB 508 would ensure federal, international, and private entities are held accountable if they engage in atmospheric intervention. Pennsylvania State Police and sheriffs are empowered to issue cease-and-desist orders, and shall refer prohibited activity to the Pennsylvania Air National Guard, setting an important precedent for state sovereignty and stopping this dangerous environmentalist overreach:

Implementation.–The Pennsylvania State Police or a sheriff is authorized to and shall implement this act, determining whether violations have occurred and, if deemed necessary, shall refer potentially prohibited activity to the Air National Guard.

Section 5. Penalties and enforcement. 

An entity that engages in a polluting atmospheric intervention or uses an unmarked or unidentified aircraft or other vehicle or facility to carry out a weather engineering or a polluting atmospheric intervention shall: 

(1) Have committed a felony and shall pay a fine of not less than $500,000 or be imprisoned for not less than two years, or both.

Allowing the release of unknown, experimental, and potentially hazardous substances into the atmosphere without the consent of the people of Pennsylvania is a clear violation of Article 1, Section 27 of the PA Constitution….
