Why it Matters

New Hampshire state Representative Kelley Litchfield (R-Rockingham) has introduced House Bill No. 1618 (HB 1618), the “Clean Air Preservation Act,” with co-sponsors Representatives Tom Mattson (R-Cheshire), Matt Drew (R-Hillsborough), Michael Granger (R-Strafford), Sayra DeVito (R-Rockingham), Susan DeRoy (R-Strafford), Linda McGrath (R-Rockingham), Sherri Reinfurt (R-Hillsborough), and Peter Mehegan (R-Merrimack).

This legislation would ban geoengineering in New Hampshire — atmospheric and weather modification through cloud seeding and other methods that release hazardous pollutants into the air. HB1618 defines “solar radiation modification” as weather engineering methods that disperse chemicals into the atmosphere by means of “cloud seeding” aircraft or ground generators. These pollutants are used to modify weather with the intent of small-scale, large-scale, and global-scale alteration of the environment. The legislation prohibits such atmospheric intervention:

“A county sherriff [sic] shall immediately issue a cease-and-desist order when an unlawful polluting atmospheric intervention is suspected. The cease-and-desist order under this section shall have the weight of a court order and any violation shall be punished in accordance with section 12- F:5.”

HB 1618 would ensure federal, international, and private entities are held accountable if they engage in atmospheric intervention. The bill also empowers county sheriffs to enforce its provisions, protecting state sovereignty and stopping this dangerous environmentalist overreach:

“County sheriffs shall determine whether violations have occurred and, if they deem necessary, shall refer potentially prohibited activity to the air national guard or state guard. The county sheriffs and air national guard shall develop a policy to determine the process for assessment of violations, referral to the national guard, and what the enforcement procedure is, within 90 days after the effective date of this chapter.”
