This legislation would ban geoengineering in Kentucky — atmospheric and weather modification through cloud seeding and other methods that release hazardous pollutants into the air. SB 25 defines “solar radiation modification” as weather-engineering methods that disperse chemicals into the atmosphere by means of “cloud seeding” aircraft or ground generators. These pollutants are used to modify weather with the intent of small-scale, large-scale, and global-scale alteration of the environment. The legislation would prohibit such atmospheric intervention:

“Criminal atmospheric pollution shall be a Class D felony. Notwithstanding KRS 534.030 and 534.050, and in addition to any other penalties that may apply, a person guilty of criminal atmospheric pollution shall pay a civil penalty of not less than five hundred thousand dollars ($500,000). Each day that a person engages in criminal atmospheric pollution shall be considered a separate offense.”

SB 25 would ensure federal, international, and private entities are held accountable if they engage in atmospheric intervention. The bill also empowers all peace officers in Kentucky to enforce its provisions, protecting state sovereignty and stopping this dangerous environmentalist overreach:

“All peace officers of the Commonwealth shall enforce the requirements of this section, and any person may make a complaint to any peace officer or local law enforcement official relating to any suspected violation of this section.”
