

Support HF 2148: Repeal Agenda 2030 “Smart Planning” in Iowa

Why it Matters
Legislation to repeal Iowa’s “smart planning principles” (state implementation of Agenda 2030) has been introduced in the Legislature. It is imperative that state legislators support and enact this important bill.
House File 2148 (HF 2148) is sponsored by Representative Dean Fisher (R-Montour). If enacted, it would repeal Chapter 18B of the Iowa Code, which requires state agencies and local governments to consider “smart planning principles” in “planning, zoning, development, and resource management decisions,” including local “comprehensive plans.”
Chapter 18B imposes central planning on Iowans, and it is an example of how the state has implemented the UN’s Agenda 21/2030. Although touted as “nonbinding,” Agenda 2030 is being implemented in communities across the United States via “soft law,” meaning that portions of the agenda are adopted into local, state, and federal laws, thus becoming legally binding. As a result, Americans are losing the ability as citizens to run their own communities through elected officials.
In the Millennium Papers, J. Gary Lawrence, an advisor to President Bill Clinton (including his Council on Sustainable Development), wrote:
In the case of the U.S., our local authorities are engaged in planning processes consistent with LA21 [Local Agenda 21] but there is little interest in using the LA21 brand. Participating in a UN advocated planning process would very likely bring out many of the conspiracy-fixated groups and individuals in our society…. This segment of our society who fear ‘one-world government’ and a UN invasion of the United States through which our individual freedom would be stripped away would actively work to defeat any elected official who joined ‘the conspiracy’ by undertaking LA21. So, we call our processes something else, such as comprehensive planning, growth management or smart growth.
Sure enough, state and local governments heeded Lawrence’s advice, and the UN’s Agenda 21/2030 has been largely implemented — at the expense of property rights, individual freedom, and limited government — with very few Americans even recognizing it.
To protect property rights, roll back central planning, and push back against the UN’s globalist agenda, it is essential the Iowa legislators repeal the state’s existing statutes implementing Agenda 21/2030. Contact your state legislators, and urge them to support HF 2148.
