Why it Matters
U.S. Representative Maria Salazar (R-Fla.) has introduced the DIGNIDAD (Spanish acronym for Dignity) Act of 2025 (H.R. 4393). Introduced on July 15, 2025, the bill would create new pathways to U.S. citizenship for illegal migrants.
The DIGNIDAD Act establishes two major amnesty programs. It grants green cards to more than 2.5 million “Dreamers” who arrived before January 1, 2021. It also creates the “Dignity Program,” which defers removal for 11.8 million illegal aliens present before December 31, 2020, and provides renewable seven-year work permits and protection from deportation.
Additionally, the bill includes mandatory E-Verify under the “Legal Workforce Act,” increases legal immigration levels, and would stop enforcement actions against applicants during processing. While the bill includes some pro-enforcement measures such as higher pay for Border Patrol agents and increased penalties for illegal reentry, these measures are overshadowed by the widespread amnesty for illegal migrants.
The New York Young Republican Club urged rejection of the bill, stating it represents “an unprecedented betrayal of Republican voters” and abandons President Donald Trump’s 2024 presidential campaign promises:
While we understand the urge to broaden our Party’s political base, we cannot sacrifice our own values, identity, and country to achieve this end. Tens of millions of conservatives, both Republicans and Independents, are more inspired by a Republican Party that is fighting for them than by the 20 GOP co-sponsors of the Amnesty Act, who would abandon their interests, platform, and values.
Granting amnesty to millions who entered the country illegally is an outrageous betrayal of the American voters who elected Trump to carry out mass deportations. The Center for Immigration Studies described the DIGNIDAD Act as “rage bait” for Americans who want immigration laws to be enforced, stating:
The “DIGNIDAD (Dignity) Act of 2025” has drawn a lot of attention of late, which is confusing until you accept it for what it has become: rage bait for those clamoring for greater enforcement of the immigration laws. This bill was designed to go nowhere, but its filing shows a failure to read the room of voters who brought Donald Trump back to the White House in November 2024.
If enacted, H.R. 4393 would create chaos for U.S. Immigration and Customs Enforcement, reward lawbreaking, encouraging future illegal migration. Immigration reform must begin with securing the border, repealing existing open-borders laws, ending government benefits to foreigners, and prioritizing Americans.
