It used to be a force against the New World Order, but has been on board for some time now. This quote is from a 1931 encyclical: "Not only is wealth accumulated, but immense power and despotic domination is concentrated in the hands of a few, and those few are frequently not the owners, but only the trustees and directors of invested funds, who administer them at pleasure. This means that what he said was his opinion of what should be done and not God's commandment. I believe he issued this statement as part of the Catholic Year of Social Justice. I along with most Catholics view the encyclical by Pope Leo XIII, "Rerum Novarum", to be the best example of true social justice. In his encyclical, Pope Leo XIII, quotes scripture, and great theologians like St. Thomas Aquinas and Augustine. Pope Benedict XVI says he is citing documents created by Vatican II in 1960, however, this goes against the dogma of 2000 years of consistency. He also did not look to scriptures to relay the teachings of Jesus or anyone else. After all, Catholicism was the Church Universal just about 8+ hundred years ago. A world government and a world church might sound real good to the Pope. But remember when the Israelites were unsatisfied with God's system of Judges. They wanted a King. They wanted to be like all the other nations. And that's just what they got. The Pope can't really believe that one world government will promote the Gospel of Jesus Christ. The world is in turmoil and at a time like this we may expect a strong man to appear on the scene and promise to save the world. (Obama, in principle, is a good example of this.) JP2 did so many times in the course of his tenure as supreme pontiff and such encyclicals as this (and many other statements) may provide us a guide as to why so many catholics seem to believe that the UN (amongst other globalist bodies) need so much reformation rather than abolition. That is not an insult to catholics or Catholicism, but it is an annunciation of facts. The conviction by the pope(s) that these corrupt institutions need to be in charge of world progress in the name of justice and the advancement of worldwide Christianity not only is unscriptural but dangerous, for they do *nothing* to advance the kingdom of God, but on the contrary actually advance the kingdom of the ruler of this world.
